投标人应具备的资格或业绩：
1) 投标人必须是制造商，否则其投标将被否决。
如果投标人提供货物产地为中华人民共和国关境外。一旦中标，投标人必须是与招标人签订本项目外贸合同的签约方。如投标人不具备与招标签订外贸合同的能力，其投标将被否决。
如果境外投标人所投货物包含境内部分，则投标人须具备人民币结算能力，否则其投标将被否决。
2) 关境内投标人须提供以下资质证书的复印件：
①营业执照、组织机构代码证及税务登记证或“三证合一”后加载统一社会信用代码的营业执照；
②有效期内的ISO9001或EN/AS9100或GJB9001或同等质量体系认证证书。
关境外投标人须提供以下资质证书的复印件：
①有效的企业登记证明材料；
②有效期内的ISO9001或EN/AS9100或GJB9001或同等质量体系认证证书。
3) 业绩要求：投标人需具有航空用复材成型工装的成功经验并提供其制造的业绩清单（清单中应列出年份、用户名称、工装运行情况、工装尺寸、工装材料、工装结构），且提供3年内（2014-2017年）不少于5套的航空用复材成型工装的合同复印件或销售订单复印件（需包括用户名称、地址等）作为证明材料。
4) 境内投标人应当提供在开标日前3个月内由其开立基本账户的银行开具的银行资信证明的原件或复印件；境外投标人应当提供在开标日前3个月内由其开户银行开具的资信证明原件或复印件。

1 Stringer caul plate for curing 20 pieces (2 for each stringer) The caul plate adopts woven prepreg + Airpad, and cure in autoclave at 180℃. The surface of the caul plate should be smooth, well match the tooling, the radius of the upper and lower R area are the same with those of stringer outer surface.
2 Stringer curing tooling 3 sets The material of the curing tooling applies Q235 steel, CTE is 0.99873, and the compensate center sets in the geometrical center of the tooling.

3. Qualification Requirements For Bidder
Qualifications or Performance：
1) The bidder must be the Goods’ manufacturer, otherwise the bid will be rejected.
The bidders must be the contract party and have the ability to fulfill foreign trade contract with SAMC if offering Goods from outside PRC customs territory, otherwise the bid will be rejected.
If the foreign bidders have goods provided within PRC customs territory, the bidder shall have the ability to fulfill RMB contract directly with SAMC, otherwise the bid will be rejected.
2) For domestic bidders:
①Business License (Business Registration), Organization Code Certificate, Tax Registration Certificate;
②Valid certification of ISO9001, EN/AS9100 or GJB9001 quality management system or other similar quality management system certification.
For foreign bidder:
①Business Registration;
②Valid certification of ISO9001, EN/AS9100 or GJB9001 quality management system or other similar quality management system certification.
3) Requirements of Achievements:
The bidders are required to have successful experience of composite material molding tooling used for aviation industry and provide the list of achievements (including year of implementation, user name, running state, dimension, material and structure of the tooling). In the last 3 years (2014-2017), the bidders are required to have 5 sets or above of composite material molding tooling used for aviation industry, copies of contracts or sales orders (including user name, address and etc.) should also be provided as evidentiary materials.
4) Domestic bidder shall provide the bank reference letter from the bank which the basic account was opened, issued within three months prior to the time of bid opening in original or its copy;
Foreign bidder shall provide the bank reference letter issued within three months prior to the time of bid opening in original or its copy.
